Job Description

To establish and plan viable, funded programmes of disaster risk reduction and capacity building operations domestically and across Team Rubicon’s identified international areas of interest.

Responsibilities

Establish and plan operational programmes across TR’s key thematic lines and set the capability requirement for the Field Operations team to deliver against.

Work with foreign governmental departments, and NGO partners to fund programmes set against country priorities or UN Sustainable Development Goals.

Collaborate closely with the Development and Finance Directors to produce UK philanthropic and corporate funding proposals.

Working with the senior management team, plan and programme domestic missions that align to our core capabilities and brand.

Prioritise against key thematic operations and resource constraints to ensure programme traction before developing other lines or regions.
Collaborate closely with Field Ops team to ensure training and capability development can deliver the programme.

Work closely with the CEO and trustees to establish the country access permissions necessary to operate on a pre-planned or response operation.

Ensure the Field Operations and Logistics team is appropriately briefed on programme developments andare ready to execute operations.
Ensure that money, authorisations and capabilities are in place to deliver the planned operation before handing responsibility over to the Field Operations team to execute.

Line management for the Plans Manager who will maintain a long view of viable opportunities and assist the Operational Programme Director with research, planning and operational staff work.

Skills, Knowledge and Attributes

Must align to a vibrant TR culture and embrace the sizeable challenge of driving change and scale-up simultaneously. Sometimes it feels like we are fitting the wheels to a car whilst it is going down the motorway.

Must be able to work autonomously and at range whilst keeping the CEO and management team appropriately briefed so as to maintain situational awareness. Silos and internal empires are antithetical to what we are building.

Tenacity is key. Many of the areas that we operate in pose challenge to programme development and this role will require an utterly relentless approach but with the emotional quotient to understand foreign cultures and manage situations appropriately.

You must be able to construct complicated programmes in complex environments with the ability to distil plans to the management team succinctly and clearly.

Written work and presentation have to be of the very highest standard. Preferably you will have performed a military J3/5 role at brigade level or higher and be able to evidence rigour and attention to detail.

Experience of working in developing or fragile states in a commercial or humanitarian setting would be highly desirable.

Demonstrable commercial acumen is essential as the role will need to establish funding lines for programmes and seek commercial opportunities for TR worldwide. An understanding of deal structuring and contracts would be also be beneficial.
